You broke quests with your cheating so the only way to fix it is to reload a previous save or with some creative console use, which may cause even further problems down the road.
Either that, or start a New Game. Sorry my friend, but in the world of Skyrim your actions... Can have consequences. [Cue intense battle music]
But seriously, it's a bad idea to screw around with the console in-game even if you know what you're doing, and if you're doing it for fun then you shouldn't save afterwards if you want things to work, in general. I'm not telling you there's no hope your save can't be rescued... But I'm definitely not saying there is any, either.
I have recently had a similar experience although for me it was just trying to play through that quest at level 80 having ignore it for 20 - 30 levels ...and using Vilja as a follower had been in the Winking Skeever with her and getting all the npcs there to dance... did that change Malborn ... the Blades contact .. it moved him and somehow he lost all quest dialogue.
After researching at UESP Skyrim Diplomatic Immunity and reading the glitches listed.
That forced me to use Console commands to do little steps past each required dialogue encounter..
There was also no Razelan ..drunk at the party no guards dialogue to get into party.
So with ~TCL past side wall I made it in ... But there were no party guests .....
So using the console I managed to complete the quest ....
HOWEVER with a glitched Diplomatic immunity Quest I will NEVER be able to REST or SLEEP as that part of the quest also doesn't go away.
Retried the whole quest after, I had tried resetquest and Cold Boot and using lower set stages all to no avail ... So I won't be completing the main quest in this playthrough if I continue on from diplomatic Immunity.
For those that think Wyre bash, Tes5edit or Loot will fix it ... No tried them and use them regularly after each change.
OP, yep, unfortunately your best bet is to reload a save before you messed with the Embassy, and in future, save before doing stuff like that, and then reload after you've had your fun - questlocked locations are generally locked for a reason, the game's structure is not exactly very robust and doing this sort of thing can easily mess up all kinds of stuff.
They do a fantastic job with the whole Vilja Mod! So We'll see what happens.
I was fiddling around, and joined a thalmor patrol party. Decided to go back to the embassy and treat it like my home. I unlocked the gate with console commands and explored a bit. Eventually I left and started playing as a different character. I ended up as a thief and the maven black briar quest was broken. I tried resetting ai, complequest, and so on to no avail.
===FIX===
What finally got everything squared away was a simple solution. Complete the quest by hand!
I fast traveled back to the embassy, let myself in with the 'unlock' console command (select a door by clicking on it after opening the console with ' then type 'unlock' and hit enter) I grabbed (and read!) the papers about Esbern and ran out the back. This seemed to fix all the npcs who thought they were at the party. I travelled back to Riften and Maven happily handed over the quest.
Hope this helps anyone who gets stuck in the future haha ^^
