They also provide informations on quest stages

If it's a vanilla quest (i.e. in the base game or DLC, not a mod) you can look it up on the UESP wiki. However, I would only do this as an absolute last resort as it can have funny effects on the game and often doesn't actually achieve what you want to (e.g. if a quest is broken this *might* let you bypass the broken bit, but it quite possibly won't, and even if it does, there's a good chance there will be more broken stuff later on - not always, I did it once with a particular point in Dawnguard and was able to complete the entire DLC, but it's risky.)

The stage numbers are in the "stage" column of the table at the bottom of the page.

A/ did you include those brackets? Because you're not meant to. B/ where did you get 200 from? That's only listed as an "empty quest stage". What problem are you having with the quest?

Because it does not have that stage. 100 is the solved stage.

What is your problem with this quest? Is there are reason you are attempting to solve it with console?

Does that mean that Hermaeus Mora will not talk to you at all, or you can't leave the outpost once the conversation is over?

I've had this happen before, the best way around it is to simply load an earlier save and play through the section again. I recall trying to manually advance the quest and it didn't work properly.

Better than forcing it with the console and ending up with things getting worse, then having to reload back to the same earlier save, I'm afraid :( (trust me, I've been there...)
