Can't get Skyrim to run in fullscreen.. [FIXED]
My config file is set up correctly and alt+enter doesn't do anything. The game goes fullscreen for like a half a second when I first start it then goes to a windowed mode.

It almost seems to behave like it actually is fullscreen but there's a border around the game like it's in windowed. It's bizarre and it happens only with Bethesda games. Tried Fallout New Vegas and the same thing happens!

Edit:
FINALLY! Found a fix!

For some reason the Steam executable had the compatibility mode set to Windows 8 (I'm on Windows 10 which is basically Windows 8.1 and that's why other people on 8.1 have this same problem.)

I just removed the compatibility mode entirely, left "run as administrator" checked and voilà! Everything is working now. Finally I can get back to Skyrim. :)

any background programs running? something else may have taken priority on the system

Yeah I tried closing everything in the background, uninstalled raptr (someone else said it was a problem for them), tried some compatibility settings, nothing works. Here's a photo of what I'm seeing (it seems impossible to get a real screenshot with the border) http://i.imgur.com/zgDtguq.jpg

how do i do the fix?

The options above didn't work for me, so I will describe my solution (Skyrim Special Edition):

I had special character in my Windows username "C:/users/michał". Some programs can't handle the "ł", so they created another folder: "C:/users/michal". Skyrim launcher saves changes to .ini file in "michał", but the Skyrim actually uses the .ini file from "michal", so it doesn't see my changes to settings. If you think this is your case (you have some weird characters in your username), use the launcher to modify the settings as you want them to be (for example enable full screen) and save it. Then go to folder with the special character ("C:\Users\Michał\Documents\My Games\Skyrim Special Edition" in my case) and copy the .ini file to the folder without the special character ("C:\Users\Michal\Documents\My Games\Skyrim Special Edition"). If windows asks you to replace the file, accept it.

Wasted 2 hours for that. I really have no idea why Windows allows for special characters in user names when it clearly leads to problems.
