There might be several reasons for your crashing. Let's count possible case of broken master files out. I know that you already verified the integrity of game cahce, but do it again by following these instructions:
- Exit Steam.
- Go to Steam folder and remove folder named appcache
- Go to Documents > My Games > Skyirm and remove files Skyrim.ini and SkyrimPrefs.ini.
Warning: Do not delete these 2 files, before Skyrim has succesfully created new ones. Just move them outside of the folder, for now.
- Close your computer. Let it actually shut down before starting it again (clearing memory).
- Start Steam. It will now load few seconds and create the new appcache folder for you.
- Verify Integrity of Game Cache...
