Report a translation problem
The fact that all of your rain effects are messed up at the same time tells me that whatever weather you are on right now is marked as a rainy weather, even though its not, which is tricking the mods into thinking their effects need to be active.
So I need to unsubscribe to all my weather mods?
Is it maybe the climates of tamriel mod that is causing it? Because that is the only weather mod I have :)
Make sure that you have the CoT Weather Patch though :)
haha I'm not good at modding x) Itried to install the weather patch but it just made my game crash x) I deleted the CoT mod instead. Thanks for the help :)
This might have been a load order issue. Was your load order checked with LOOT?

I use a program called BOSS, you use it to check if ant mod is causing errors. And found no errors with it.
Move to LOOT. It is successor of BOSS from the same team. It does not rely on master list as much than BOSS does and recongizes every mod, despite where they came from. It does the work correctly with few exceptions - most notable being now dynamically patched RealShelte that needs to be ordered manually.

I tend to think Workshop is more relevant to potential mod makers not users, as some helpful experienced modders rarely answer questions on this forum, while others cover both forums.
