It's available from http://www.7-zip.org/ Either run 7zip and navigate to wherever you downloaded TES5Edit to (probably your Downloads folder), then double click to open the archive and have a look in it or install 7zip and then find the TES5Edit download in Windows Explorer (if you've got a download showing in your browser, you should be able to select 'show in Explorer') and right click, you should then have an option (on mine it's near the top) that says '7-zip...' if you select that it'll give you the option to 'open with 7zip' or something like that.
Then all you need to do is extract the contents of the archive (I would make a new folder on your Desktop called TES5Edit - this can be done when you're choosing a location to extract to) and when you've done that, open the new folder and run TES5Edit.exe
*May be a bit different as mine was downloaded a few weeks ago, but TES5Edit [blahblahblah] .7z
