They are probable causes not an actual causes just stating some obvious reasons for it.
no problems here either, mine is 144hz and didn't have a problem with that mission start
It doesn't necessarily cause issues for everyone, but it is a known problem, although I think it usually manifests in the carts bumping/flying around due to the physics going wild.
Might be worth trying to start the game with *all* mods deactivated (unless you have any that absolutely 100% have to be in the game from the start, for example I think Requiem doesn't initialise properly if you don't load it at the beginning, or at the very least before you go into the keep.) (Also, hilarious captions!)

I had this same issue with Helgen Reborn. My solution is to start a New Game, observe the bug, then Quit to the Main Menu (don't quit the whole game), and then click "New Game" right afterwards. You should then be inside the cart and everything should proceed normally from there.
That worked both of the times I've tried it, anyways, so it seems consistent. Something about scripts needing to be set to a certain state that isn't handled correctly the first time or something, I imagine... A strange 'fix' to be sure, but it seems to work for me.
The only mods I have activated are the ones used for character creation such as Racemenu, Eyes of Beauty, and Apachii Skyhair. I also leave texture mods active since they don't usually cause conflicts except with other texture mods.
The only other mods you should have activated are ones that require a new game to work properly.

And it was a long time since my oldrim moded playthroughs to combine the two (problem and cause).
i was on a 2 days straight troubleshooting, installing, Uninstalling game files, mods, changing loading order trial and error all the time because of (what I later found was the cause) the se been considered an AE version with the latest update and me installing SE files for AE needed for mods...then figuring all that out to end up outside of the wagon, trust me I was all ready to dizzy / burned out then the dragonborn at the opening scene to be able to think straight !!
