Enhanced lighting and FX doesn't work!
Extracted manually core files into Data folder of skyrim. Checked in launcher. Doesn't work.

I believe that is one of those mods that do not have a plugin. If that is what you meant as not showing up. Because it does not have a plugin does'nt mean that it is not installed.

Enchanted Lights and FX actually has plenty of plugins, so this is not the case - altough wfandrews54 is right about not all mods having load order files assosiated with them.

Installing mods manually is not recommended. Use Nexus Mod Manager (NMM) or Mod Organizer (MO) to install your files.

Run LOOT to sort your load order. Some other file may be preventing ELFX resources from loading.

I use SKSE. I manually download because I like it like that. Must I put ELAF somewhere else in my list?

If you mean NMM it does a bit, if you mean managers in general then you should really reconsider. It's a pain in the ass cleaning out loose files left behind by other mods.

It's actually generally pretty well accepted that Mod Organizer is better than the mod manager. Assuming that's what he meant.

Well, no, he says he does everything manually, which is up to him, but MO is indeed way better than NMM, and installing everything manually is... kind of needless when there are decent tools out there which will do it better (and let you revert things easily as in MO.)

ELFX does not use SKSE resources.
Trust the order that LOOT gives you.

Installing mods with just Elder Scrolls Master and Plugin files manually is fine at first. You may get in trouble with mods that do not use them, require a special order of priority to function. It is really problematic to update obsolete files or reinstalling broken files that are located early or middle in the priority - and not visible in your launcher Data Files view.

Especially the last reason is why we are using tools to install and unistall mods.

It's your own choise. I just hope you understand the problems it may - and likely will - create, if you mod your game further.
So If I use mod manager/organizer, my mod will work, terchnically?

Even if you dont want to use NMM, or MO, I STRONGLY recommend that you at least get Wrye Bash as a replacement for the data files. You can still manually install, you just use wrye bash to activate or deactivate plugins instead of the data files.
LOOT is an essential part of any load order, and the Data Files reorganises your mods according to its own system to do with inactive mods, which makes it very bad for testing. Wrye Bash will keep your mods in their proper order, and also has other functionality that is essential to making some mods compatable with each other.
