In some circumstances mining areas never respawn this was a bug fixed by the Unofficial Skyrim patch.
There are lots of ore patches above ground but are hard to see if you have not been playing Skyrim for some time. You can make these patches more noticable by using a mod to make them more noticable.

10 days (240 hours) in-game time. This is the default time period used before a dungeon or any other game location respawns.
30 days (720 hours ) in-game time. This is the time period used if a dungeon has been cleared.
If you re-enter any area before it is reset, the respawn timer resets. So save your game before you enter if you are checking for a reset and re-load your game if it hasn't.
