I use this retexture mod as a base for Stormcloak and City Guard armor
UltraHD - Stormcloak and City Guards

Extended Stormcloak Armor Variety. I just started using this mod and it is pretty cool:

I also use the Imperial Soldier Variety version.
I am working on adding these armors into the random armor selection of Extended Stormcloak Armor Variety for my own use.

And this armor which is also added by Immersive Armors

As an alternative to changing the Stormcloaks armors, you can change City Guard armor.

But Immersive Armors adds an incredible amount of new armor sets and there is an option to have Guards don different apparel to stop them all looking samey.
