He did mention that you were supposed to do the missionn before you started the Civil War quests. Or if you pick the Stormcloak side. The quest is apparently negated if Maven Black-briar becomes Jarl of Riften.
Or, if you just want to give all the Black-Briars too close a shave with your melee weapon of choice, you can always use the console to make them killable, though I'd advise against this if you plan to do any quests associated with them, for reasons that the author of the mod I linked above states quite clearly.

It was a joke, I don't think you got it/understood it.
I still don't think you get it... why bring up the forsworn? Because of the briar hearts. What he is saying is that the briar hearts in the forsworn have "real hearts", while the briar family in Riften with real hearts have "briar hearts"...
