Quest not started: At the Summit of Apocrypha
I've googled around a lot, and I feel like I might have missed something on this.

SPOILERS AHEAD! (though yes, this game has been out a long time)

I've visited Solstheim a few times, and I've recently spent a good deal of time there trying to track down Miraak since he keeps stealing my dragon souls! I've finished the quest "The Gardener of Men" by reading the black book I found in Nchardak with Neloth, the Telvanni wizard. At that point, my companion, Frea, left to head back to the Skaal village, claiming she had some business to attend to or something. Once I made it back to the Skaal village, I found that I still needed to cleanse a couple of stones before Storn would attempt to deal with Hermaeus Mora, so off I went. With the four stones cleansed (quest "Cleansing the Stones" complete), I returned to the Skaal village and spoke with Storn. He agreed to use a black book to confront Hermaeus Mora. So far, everything seems normal. Then he takes the book, Hermaeus Mora appears, and Storn dies. In the aftermath, Frea talks about how she wants me to finish my quest to kill Miraak, etc. However, I never get a new quest in my journal.

From searching around, it seems that this event--the death of Storn and Frea's subsequent mourning--should initiate the quest "At the Summit of Apocrypha", which I understand is the final quest in the Dragonborn DLC, but I can't get the quest to start. How do I get this quest?

To preempt some anticipated questions: I'm running the legendary version on PC, I have all the unofficial patches installed, and I have lots of other mods, too.

Ok.Have you looked at Storn's body?Because if you do you'll get the other Word of Power for the shout you need to continue the quest.
Weird.
Basically the quest tells u to read the book 'waking dreams' inside solstheim (not in skyrim).
If the quest wasnt triggered by Mora's murder, perhaps u can trigger it yourself by just reading the book.
Waking Dreams is the first black book u get in the DLC.
As for conflicting mods, have u tried to disable potential colliding mods with the DLC? Did u run LOOT?

Huh? Mora turns to u right after he kills Storn.

I'm not at my computer right now, so details will be sketchy, but:

1. It was silly of me not to mention in the first place that yes, Mora did grant me the final word of the shout when he was done with Storn. However, something that might affect this is that I'm using Requiem, which makes it so that when I get a word, I still have to go choose to unlock it in the menu. I did that, and still nothing, but I should go research and play around with that some more. ... In fact, it could be that I need to be sure to unlock the word immediately after Storn dies and before I talk to Frea. I might not have done that in the right order.

2. I went into the "Waking Dreams" world and completed all the way through chapter 6. In chapter 6, I killed a lurker and two seekers, I think, but then nothing happened. I think that after, or maybe instead of, those guys, a dragon is supposed to appear that I can use bend will on. Nothing happened, though, probably because I don't have the right quest. When I finished there, it wouldn't let me leave via the book. It gave me the "couldn't concentrate" message, and I had to step into an acid pool to leave.

3. Thanks to mod organizer, it should be pretty easy to switch back to near-vanilla and try this again. I might give that a try after I try a few more runs like I mentioned above. I'm hesitant to do this, though, because Requiem has its fingers in so many things, I'm not sure how it would react to being pulled out and then reapplied.

Thanks for the thoughts so far. At least I know I'm not crazy, and this isn't how things are supposed to be working.
* Welp, i have no idea how Requiem works so i cant help u with that..

* I do believe that dying inside Apocrypha only sends u back to the real world, rather than actually dying. Try that if ur stuck there. Also, did u use the word wall inside Apocrypha? Its just before the dragon which comes to u so u could bend its will. The dragon wont show if u wont study that word!

* Killing Miraak is well worth the risk of going vanilla for a few moments. The rewards are one of their kind :D
Mora is, as promised, the most rewarding NPC in the game.

Yes, I had gotten the word from the wall in Apocrypha. I'd forgotten about that. It looks like it's a Requiem bug. I found some others with the same problem when I started searching for that specifically: http://www.reddit.com/r/skyrimrequiem/comments/2s4mh4/dragonborn_bug/

I also received the quest fine when I went back to near-vanilla and did the sequence with Storn again. It's a really stubborn bug in that you can't even start the quest with the console for some reason. I haven't decided what I'll do yet, but I know where the problem is now.

Thanks for all the help!

Fixed! It wasn't Requiem directly, but the Requiem Dragonborn patch at http://www.nexusmods.com/skyrim/mods/58141. Fuller details at http://www.reddit.com/r/skyrimrequiem/comments/2s4mh4/dragonborn_bug/
