If you are running substantially below that, there are mods that reduce graphic resolution which will help to improve performance. These are a couple of mods that will do so, and yet at the same time also improve the appearance of the game:

Bethesda Performance Textures - Animals and Creatures[www.nexusmods.com] by Gamwich
Also, use lower resolution textures whenever possible if modding the game - definitely nothing over 2k - and preferably less.

While it is debatable whether or not you can safely exceed 60fps on SE you definitely cannot on oldrim/LE. The old game does not have the changes to the engine that allow those mods to work.
since skyrim have the fps cap at 60 I guess you dont wanna surpass that.
if you have less than 60 there are a lot of mods but i only remember one called No more trees.
