Taming Sahrotaar is nearly impossible

I have the right Bend Will shout equipped, and I am aiming right at his head and chest, but nothing happens and Sahrotaar just kills me everytime.

Even when he lands right in front of you, it won't let you do the shout, or you do it and he kills you anyhow.

Seems like you have to hit him perfectly somehow, but it doesn't really make sense.

Any tips? Thank you.

Do you have all 3 words of Bend Will, and if yes, are you holding the key down long enough for all three words to play?
