Report a translation problem
First, makes sure all the following skse files are still in your main Skyrim folder; your antivirus or Windows might be removing or quarantining some of them.

Next, the most common fix for SkyUI error code 1 is to run skse as an administrator. Go to your game folder, right-click on skse_loader.exe and in the context menu select "Run as administrator" (game should start). See if this gets SkyUI working. If it does, close out your game, go back to skse_loader.exe, open it's Properties, and in the Compatibility tab check the "Run this program as an administrator" box to make this option permanent.
If that doesn't work, there are a couple other Windows tweaks you can try.
Start by manually deleting the files listed above. Then, go to https://skse.silverlock.org/ and download "Current classic build 1.7.3". Choose the 7z archive option. Drag the file from Downloads to your desktop. Before you open the 7z archive, right click on the folder, select Properties and in the General tab, click "Unblock". Also, in Windows go Steam>steamapps>common, right-click on your Skyrim folder to open Properties, and if in General>Attributes the "Read-only" box is checked, uncheck it. Open the archive and drag the files into the main game folder. Allow the skse scripts to overwrite any scripts you have installed.
Start Skyrim by double-clicking skse_loader.exe and once the game is running, open the console and see if getskseversion gives you the correct result. If it does, open your save and see if SkyUI is running. If it's not, close the game, go back into your game folder and set the new download to run as administrator.
If none of that works, I'm out of ideas, though there is a lot written on the internet about SkyUI error code 1.
I don't use Vortex so I can't comment on your other Vortex warnings.
