Here's an exceprt from the UESP Skyrim page notes: (when Silas won't speak to you.)
"Try loading a previous save and speaking to anyone first, such as in an inn or store. Once someone else will speak to you, (in town) Silus will begin speaking with you." You might try that.

Hope this helps.
My concern is that you have to have the pamphlet when that argument with the jarl's mage plays out to get his verbal invitation into the house, and I'm now long past that.
