Alright, was worried something might be wrong there. Does seem odd though, maybe it's to add a downside to the massive amount of gold you make doing this? It does force your level up, making enemies stronger...
Yup crasfting skills should be worked on gradually, you want to keep your combat skills in line with the crafting skills so that the enemies don't get too strong for you to defeat.

When enchanting, this is correct. It's DISenchanting where the exp gained differs. High quality armors/jewelry gain over 20x exp over low level armors/jewelry. With disenchanting weapons level of weapon is irrelevant. Try disenchanting a Robe of Destruction that you get off some random mage. You get almost no exp. But disenchant a Robe of Minor Destruction that looks like a College robe and you get HUGE exp. Both robes have the exact same enchantment, but for one you get peanuts for exp. With the other you just watch your exp skyrocket.
I almost always reach level 100 just disenchanting stuff. Make it Legendary then make it 100 again enchanting.
p.s. Disenchanting the higher value stuff for more XP works, but who has the patience to do that? Do people actually save all their disenchantable loot until they have it all, then pick through it to find the best ones to disenchant? I can't imagine doing that.

If you are using the Mages Stone combined with the Lovers Stone stored on the Aetherial Crown and sleeping bonus you can get Enchanting to 100 extremely fast.
One mining session in Blackreach will get you enough Soul Gems to get Enchanting to 80 or so with those bonuses.
You can use the Skyrim Community Uncapper to lower your skillup rate if you want, if leveling the skill is too fast for you.
What I did was lowered the amount of experience that my character receives from things like Enchanting, Smithing, and Alchemy so I can still level the skills quickly, but getting skillups levels my character at 1/4 the rate so leveling those skills doesn't level my character very much.
I use the Community Uncapper to make Skyrim support a much longer campaign.

All skills can advance beyond the vanilla limit of 100 up to 199 for skill effects and 999 for character leveling.
Smithing and enchanting skills advance half as fast as vanilla so they no longer reach 100 far before other skills.
Once a skill reaches 100, it advances half as fast as vanilla (one quarter for smithing and enchanting). We want to slow skills down after 100 so the player doesn't become overpowered or over leveled.
All skills give the player half as much experience as vanilla when they advance from 15 to 75. This prevents the player from gaining levels too quickly in the beginning of the game when all skills are advancing rapidly.
The player gets 2 perks every time they level up instead of 1. This eliminates the need to make skills legendary and ensures the player has enough perks to develop their character with the reduced leveling rate.
