If you have DLC Dragonborn you will have the quest where you will be given an amulet 4 testing from a person and only than you can stack amounth of amulets but you will also take a litlle bit of damage whan it's rain, but that is the quest line and not the glitch mate.

Amulet of Talos = 20% cooldown + Blessing of Talos = 20% = 40% cooldown on all shouts. there is more to get too.

It´s easy.

1. You put all amulets of talos you have in a chest.
2. You undress Lydia.
3. You kill Heimskr and dance 3 times around his body.
4. You sleep 7 times for about 2 hours in front of the Talos Monument.
5. You undress yourselfe, smith 100 steeldaggers and drop them all!
6. You are going to install a mod that reduces your cooldwon time for shouts!
7. Profit!

if you have the unoffical patches installed you can get a 20% cooldown from MOROKEI dragon priest mask

If you're not above using console commands, try this...

First, make a hard save.

Use ~ to open console, and type

player.setav shoutrecoverymult 0

and ~ to close console.

This should reduce your shouts to zero cooldown. Mind you, if you've just shouted, you'll need to wait for normal cooldown, before the new setting will take effect.

Setting it back to 1 returns you to normal, and you can do .5, .2, or anything in between.

Amen to that. If you time it right, you can fus them all the way up the steps and off the other side. :)
