No, I haven't done anything to provoke her which is impossible since she hasn't spawned yet. Doing Sanguine's quest is the only way to make her appear, plus she only resides at the shack where you find her. I've been there several times when not doing the quest and she wasn't there, but not with the character I'm currently using. My current character is still exploring the Hold around Whiterun, and the shack Moira lives in is located in Eastmarch if I'm correct.
The first time it actually happened was just after I had left Alvor's house in Riverwood on my first playthrough, and that was at the very beginning of the game. I didn't even know who she was at the time or what my character had done to her. I initially thought she might've been important to the main plot, but later figured out she was a minor character in Sanguine's quest which I didn't start until meeting Sam/Sanquine in the Bannered Mare in Whiterun after leaving Riverwood.
