If she's staying in Lakeview rather than Breezehome, it won't be a housecarl thing (I think) but is she also your steward at Lakeview? If so, I presume that sets up a conflict and may force her to default to living at Lakeview (given you can't hire another steward).
Oh, technically these are mods, but mods specifically created to solve a lot of the vanilla game's bugs - do you have the Unofficial Skyrim Patch and any patches for your DLC?

ALL the houses have housecarls of their own, at least once you become Thane, so there's no reason for it to stop you being able to move another housecarl that you have married into your main home. Solitude, Riften and some of the others won't let you become a Thane until *after* you buy a house, meaning you don't get a housecarl. Have you become Thane of the hold Solitude is in? Haafingar, I think it's called. If not, that's why you don't have Jordis.
