Not to be rude but I've seen countless threads from you within the last hour here, all that could easily be answered by googling. Please don't use these forums as your personal search engine:

That said, its always a good idea to check these for any questions you might have first. Tons of info on both of these.

Case in point, heres an article that answers this thread's question:

Well, if you looked this up then you will know that virtually all disenchantable enchanted gear is found randomly either in loot or from merchants. So, there's no particular place to find it.

Just travel to all major cities (use the carriages if needed), and check if the merchants have alchemy enchanted equipment. It probably does not take long for a "minor alchemy" item to randomly appear. If you join the Dark Brotherhood, you will always get a +15% alchemy ring from Muiri, but the travel and buy approach should work fine. Another guaranteed alchemy enchanted item I know of is Krosis, but it is not easy to get if you are at a low level.

frankly, its best to craft your own armor. Two sets; one for crafting potions and smithing, and one for protection/fighting. necklace of alchemy/smithing, ring of alchemy/smithing, gauntlets of alchemy/smithing, armor of smithing, helmet of alchemy. As for fighting on armor I always do Health and stamina, helm of archery, gauntlets of archery and two handed, boots of sneak and stamina, necklace of archery two handed, ring of archery two handed. All of this means boosting your alchemy, smithing and enchanting skills. To answer your original question; loot is random, and looking for something specific can take quite awhile. Requires actually playing the game more, and googling less.

Just keep playing, you'll find it eventually. I take it you aren't playing with SkyRe or another mod which removes the fortify crafting effects?
