Fact is that Skyrim is a steamworks title and requires Steam to install and run. So unless you never installed the game and just threw it in the garbage, then your argument is invalid. You most likely pirated it.
Best way to mod without Steam workshop is to check Nexus. Mod Manager is easy to use but if you want to stay away from it, the mods should also have a description on their pages how to install them without.

Your statement doesn't really make sense. You go into Steam, if you havn't added the Key already then browse to the game title, enter it then it will download from Steam.
To install mods you visit the Steam workshop and click "subscribe" to the mods you want. Simple as is.
You do have a valid Steam key, don't you?
You lack necessary logic and reasoning skills if that is your conclusion.
