uskp esp or esm?

downloaded uskp and while in nmm put plug ins in proper load order but when i highlite uskp i get a warning to the right saying [the pligin has the file extension .esp , but its file header marks it as an esm!] which one is correct esp or esm and how do i change if its an esm?

It's a "fake" esm.
It should load along with the other ESM files

thats what i have basicly but still have problems with game play in diplomatic immunity cant get delphine to tell driver of cart to take me to thalmor party?

They are esp's, but scripts in them make them act as an esm and are placed after their respective esms/dlcs.

Just thought of this, but are you wearing the Party Clothes that she gives you? You can not be wearing anything else not even a ring, or a weapon. Once you put them on she should talk to you again and take everything left in your inventory then send you on your way.

not wearing anything put the clothes on , one thing though after i put the clothes on she talks to me and says that will have to do etc... but doesnt take whats left in my inventory? ive manually taken everything out myself but not my quest items still nothing!

Ok so the bug is there, she is supposed to take anything left in your inventory and tells you she will keep it safe for you till you get back, and then send you on your way. I don't normally recommend console commands but this might help you get past this part so you can continue the quest.
Try this, open the console and type this command:
SetStage MQ201 100

Did you type it like you did just now or did you type it with a space after setstage? It needs to have the spaces to look like this:
SetStage MQ201 100

tried it every way possible yes i tried it setstage MQ201 100 came up not found is ther a special time when i should do this before i talk to malborn or delphine or after i talk to her

After you meet her at the stables and she gives you the clothes, that command should send you to the party. This page has a list for every quest stage for this quest and 100 is where you go to the party. If your game will not even let you use a console command for this quest, then it has to be some mod you have breaking your game. Are you using a follower mod? Maybe the game thinks you still have a follower with you or something like that.

back in the game deleted all saves to just before i met malborn gave him my stuff then went to see delphine talked to her then game screwed up but typed in setstage MQ210 100 and im on my way back in game thanks for all the help guys or gals you have been a great help ps. i do have a follower shes back in whiterun at my home . must have done something out of order or .........dont no must have killed the bug that was screwwing me around.
