Rescue Mission Bug (This Aint Your Grandma's Bug)

Hey, I am desperatley searching for a solution to one of the strangest bugs I've encountered to date in Skyrim. I was grinding out some of the Companion's Repeatable quests for some quick cash when I got assigned another "Rescue Mission". It was a piece of cake, and I successfully rescued an elf named Ulundil from some bandits, and safefully returned him to Windhelm. I was then prompted with "Return to Vilkas" to finish it off. This is where the bug began. There is no quest arrow for Vilkas, the journal's option of "Show On Map" is ghosted out, Clairvoyance can't find a path. Vilkas, however, is just chilling at the Companions hall, and when I talk to him the only options I recieve are training and taking him as a follower.
Here's where it gets wierder though. I've had quests bug out before, and I've solved problems like this with the console before. The console command for completing this particular quest (setstage CR08 100) doesnt work, and doesnt even do anything at all. I even tried setting the quest to an earlier stage, and even refreshing the stage im stuck on (including stage 200, 250 255). Killing Vilkas accomplishes nothing, same with Ulundil. Aela and Farkas refuse to give me a quest until I complete the job for Vilkas.

Things I have tried
-SKSE with Unofficial Patch- Console commands and killings
-SKSE without Unofficial Patch- Console commands and killings (this moved the quest to the "completed" section of the journal but still prevented me from getting other quests from the companions, and Vilkas still only has those two dialogue options)
-VANILLA with Unofficial Patch- Console commands and killings
-VANILLA with no mods whatsoever- Console commands and killings

Aside from the Unofficial patch, and SkyUI Im only running a few armor and weapon mods and a few texture mods.

go back to Vilkas and make a save, then load that save. Hope that works for you. If not try Verify Integrity of game cache, good luck

Go back to a save before getting quest and redo it either you missed something or didn't do it right. Verify game OK but if you have mods on, it is not, as it will change the way mods have been set up which means you must clean and then play on.

sometimes the quests make you go into the dragonborn dlc maps - its a new thing made

Yes that is so, some quest markers show up only when that map is used, usually after you have travel there.
