Assault letter
After you assault an NPC or a summoned daedra; you can get a letter, most of the time I go to talk to the sender but nothing happens, does anyone know something about it?

This is very confusing. I had to double check which game forum I was in.

It could be that I'm confused because I don't go around "assaulting" people but what you wrote sounds vaguely like the notes bounty-hunters have on them.

If that is the case, then people will hire thugs to hunt you down when you rip them off. I've even read about dead chickens hiring thugs. There are no scripted responses that deal with these events though, the person who hired the thugs will never say a word about it. It seems to simply happen automatically.

Possible solutions to this "problem" would be A) stop ripping people off, B) get better at ripping people off or C) kill the thugs and forget about it.

I choose (C) all the time. Dead people sending thugs after me really messes with my mind.

You forgot: Don't assault the chickens.

It is a radiant quest known as "Scare my enemy". The npc in question saw you assault another npc and likes your style. He/she's got some work for you.

Mr. Me, eh? Mine's Mr. Buttons. The affect is just as delightful. :) People who pick serious Skyrim names don't know what they're missing.

According to this, you should try dropping the letter on the floor and picking it up again to activate the quest http://www.uesp.net/wiki/Skyrim:Scare_my_Enemy
