You can adopt kids and buy houses in the vanilla game without Hearthfire. The first one you'll get is in Whiterun after killing the first dragon and you can furnish the house with a kids room so you can adopt kids.

It may be that you have the Legendary addition and don't see the DLC options, as well as due to Barney's post, above. For the Steam install of "Legendary", if that's what you have, all the DLC is included, but it doesn't readily show up in your library list. Just right-click your Skyrim install and choose the DLC/content/whatever option and you'll see what additional content you have.

You are confusing Hearthfire houses and Hearthfire gameplay properties. You can't adopt childer or furnish rooms for them in vanilla game. Adoption and furnishing rooms for children depend on HF DLC being installed in your game.

Most likely scenario.

i am sure i don't have the legendary edition or hearthfire dlc and them the guy sold me the kids room for my house and received a letter from the yard(king) warning me that have a place to sell and stuff, no mods installed too, actually just the faaslkar mod(that i haven't beggining explore)

IIRC, there was a messed up patch process awhile ago that actually installed some DLC content along with a Skrim patch on Steam. If you got that, then, IIRC, it's no problem in keeping the DLC as it was Steam's/Bethesda's mistake, not yours.
