Wanted through all of Skyrim
Did they make it, so that if you become to wanted, people will go out and search for you?

A few quest I think will cause that. Or maybe you are still near the city of the crime you commited.

there are bounty hunters that you will run into randomly.

Stealing and killing will sometimes cause bounty hunters to come after you. I don't think it's based on your bounty with the holds.

They are random encounters. There is no where are they. Not sure how much bounty.

I had 8040 bounty in Whiterun and ran into a bounty collector, he wanted 9k and a bit (including his fee, I guess). I fought him, but then realised it might have been a sensible thing to just pay off the bounty (or pay off the bounty and then kill him, not sure if that would have worked) but my previous save was too far back for him to spawn again.

there is a widely popular mod called "immersive patrols". part of that mod is mercenaries. they randomly appear when you're adventuring if you have a bounty.

its been a while so i may be misremembering... but i think you constantly get ambushed by well-armed assassins if you have the companion (mod) "cerwiden" with you.

They seem to spawn outside of cities rather than inside of them. Once I killed someone alone in the middle of nowhere, immediately got a bounty and almost as immediately a bounty hunter attacked. Wow Skyrim has efficient communications!

You can pay them off? I never bothered to try, they usually have some decent armour and weapons on them so worth selling on.

Weeeeeeell, okay, mostly I wanted to try paying him and then killing him to see if it would automagically pay off my bounty but have the cash recoverable from his corpse... He did have some rather nifty Nordic armour, though, yes. Kerching!

My mods are set to keep money low and prices high so sometimes stealing is the only option to survive. This might not be just an early game porblem, because sometimes thieves actually take everything from my character.

One bounty collector came after my character while she was travelling to Markarth. She was unarmed and wearing some stolen clothes and couldn't pay her fine. Collector decided that "she was more good to him dead."

After a merry chase trough mountains, my character ran right in the middle of a battle between legion and stormcloacks. She snatched new gear from a fallen solder. Collector joined the battle soon after.

Our girl slew collector and stood victorious... untill stormcloaks attacked her. Thanks to Civil War Overhaul, they came after her real hard. After all, she was wearing legion gear and sometimes opposite faction does not stop to ask questions after battle. She literally jumped off the cliff to evade getting killed.

I opened Master Criminal with that character. That bounty collector really wasn't the last one after her. Our girl probably slew one for each hold, and one of them slew her twice. None of those battles was as memorable than this long chase trouhg mountains and dales.

I got bounty on head over 1000 smackos in 5 of the nine holds but then got lazy and paid them off, wanted to do other quests first. Need to start in one place first and visit each of the holds in turn to get that achievement.
