Report a translation problem
Basic troubleshooting dictates that you isolate the variables, test them, and eliminate them as possible sources of your problem..
Use your tilde key outside of Skyrim repeatedly. If problem arises then it has nothing to do with Skyrim.
Use a different keyboard on that computer. If the problem arises then it has nothing to do with your keyboard.
I hope you see where I'm going with this. You probably don't though because a sensible person would have ruled at least a few things out before they posted asking for help. They also would have stated what they ruled out so as to avoid being treated like an idiot.
Your post is on par with the ones that read, "HAELP SKYRIMZ HAS ERRER! FIX PLZ!!" You don't give anyone who may wish to help you enough information to do so without treating you like a drooling moron.

As of now the only possible issue that has been ruled out is you turning off Numlock. The only reason that has been ruled out is because I explicitly asked you about it.
I explained to you how troubleshooting works. I've mocked your stupidity. Instead of responding with a bunch of pertinent information and an apology for not including it in the first place you have in essence said, "No you."
You don't know what the problem is. You don't know how to figure out what the problem is. When I explained how problems are found and what was needed in order to do so you provided nothing of use.
