Is there a mod that allows you to disenchant everything?

Because I want my character to be the OP bastard he is.

And hey, you get OP at level 81 anyways.

By disenchant everything, I'm talking about Dragonscale armor having Miraak's enchantments or weapon enchantments by Daedric artifacts.

These are just remove enchantments, what I'm trying to say is that a enchantment that can learn Miraak's enchantments and I can place the enchantments on my armor.

I don't know about the first one, but the second link states: "Works on vanilla, Dawnguard and Dragonborn uniques and artifacts". I would assume Miraaks robe falls under these categories.

It does disenchant yes, but I want the perks from the disenchanted item.

EZE's Artifact disenchanting-Dragonborn. that's the name of the mod, he also has a mod for Dawnguard plus others. before you disenchant anything, make a save first-to be on safe side. i use this mod myself and it worked for Miraak stuff, and allowed me to put his enchants on my stuff.
