Ther's nothing like what you want, but this combo would let you move everything to one easily glanceable spot and have it invisible when not being used.
The designers of Skyrim obviously have no idea how a HUD is supposed to work.
It's really unfortunate that there is no really good way to see enemy health. I prefer just not at all by disabling it in Immersive HUD. Coupled with Important Information Overhaul, you can completely get rid of all HUD if you want and have the game still be playable (but harder).
