Hostile Penitus Oculatus Agent appeared at Winking Skeever
I have completed the Darkbrotherhood main quest. I realized this problem after I finished Dawnguard main quest.

So, after I finished the dawnguard main quest, I go to Solitude and enter Winking Skeever. Inside I found few Penitus Oculatus Agent NPC appeared hostile on the compass. Shown red, yet they stand still. One NPC are attacking them, he's Belrand.

I found that those men ( Penitus Oculatus Agent ) are essential, they can't be killed, appeared red in compass, yet just stand still.

The problem is not why they appear but because I am unable to speak to any NPC in there, there's no way I can talk to the merchant and pay for bed.

I have google for this so called BUG, yet found no solution. I have tried reloading old save before I finish the Darkbrotherhood Main Quest (before killing the empire King), those NPCs (Penitus Oculatus Agent) are not appeared. Only appeared and bugging me in the saves after I finish the darkbrotherhood main quest.

I use a lot of mods, but most of them are Animation and texture related. I do use Unofficial Skyrim Patch and it's derivatives (dragonborn, dawnguard, etc).

Please help.

1 - Go into 1st person, look at one Agent
2 - Open the console, with your mouse cursor, click directly on the agent you're looking at. A number should appear.
3 - Type disable, press enter. Then follow up with markfordelete

Hopefully, with the 2 commands above, you should be able to delete these guys.

You say you completed the the Dark Brotherhood quests. During the fake Emperor's mission, you get abushed by these guys. They should be killed on the spot. My guess is you probably fled without attacking and they just tumbled there.

I've had this happen to me before in the WInking Skeever, though it wasn't a Pentius Occus-whatever bastard, it was some random mercenary chick and that Belrand guy.... Walked in and I noticed a red dot on my compass, and saw the chick ready for a fight, though she wasn't hostile toward me.. Next thing I notice, I see her and this Belrand (the follower that you can hire) going at it, then Belrand goes down on his knee into the NPC healing mode that most followers go into. And then the mercenary chick walks away, only the have Belrand stand back up after he's healed a bit and call her out again... Fortunately I was able to kill the hostile chickadee and suffered no consequences because she was hostile at the moment, but I reloaded the quicksave and just let them go at it, and I left, when I came back, everything was alright...

So I assume if you just leave, and come back after a few days it will be ok? Maybe? Also, if the Pentius whatever they are guy is essential, which means he can't be killed, possibly for a reason, because he's part of an upcoming quest or event, maybe you could simply kill Belrand. If you notice, followers, hireable followers, and some other NPCs when fighting with other NPCs will go down onto their knee, health up some, and get back up. This happens because that NPC, and followers are "protected", they aren't necessarily "essential". What this means is that once they reach low enough health, the game is scripted so that they will go down on their knee, and all hostile NPCs will temporarily ignore them, until they heal enough and get back up. BUT, with protected NPCs and followers, if they take a blow as they are on their knee, they absolutely will die.. It happens quite a bit.. Your follower will be locked in battle, and get put down on their knee by one, while another initiated an attack before they were put down, and landed the attack after they were on their knee or when their health was low enough to cause them to do onto their knee, then they will die..

So in short, simply prop yourself up on the second floor of the winking skeever, crouch down and get hidden. Pull out a bow and arrow, and when they start going at it, and Belrand gets into his crouched down healing position, put an arrow in his ass, and he'll die... Causing the situation to fix itself... Later on if you absolutely MUST, maybe for some reason you wanted to use Belrand as a follower, simply bring up the Console and type in in the command to spawn a new Belrand, and problem solved... But me personally, I don't care, he's just an old warrior who is so weak he can get put down by random women.

My guess is you probably fled without attacking and they just tumbled there.

Yes, I just fled like you said in mission to kill (fake) emperor and I can't make 'em gone with console (disable); I've tried the kill and disable, yet it doesn't work with em (but work it other thing/NPC). I tried to kill em using mod "sneak tool" by allowing to kill essential in MCM; it works, but when I came back to winking skeever they appeared again.
