How do I start the Diplomatic Immunity quest?

There is no option to talk about it with Delphine, only renting a room.

What happened after you killed the Dragon at Kynesgrove? Did she have any dialogue options, and did that quest get marked as complete? I think it should follow straight on from that to Diplomatic Immunity. It sounds like your game might be bugged, I once had that problem and nothing I could do would fix it, unfortunately. You could try loading an earlier save.

meet Delphine in Riverwood after killing Dragon in Kynesgrove, she will tell you to meet her in her secret room

When you have reached the end of the quest to find the horn for the greybeards, the horn will be missing. In its place will be a note telling you to sleep in the attic room at the inn in Riverwood, signed a freind (Delphine). You will then have the option in your speech options to ask for the attic room. There is no attic room, it is just a code for identification. Sleep, and she will wake you, explain a few things, then ask you to help kill the dragon, and prove that you have the Dragonborn power.
