Reduced magicka (red) no disease

Was questing earliei and noticed i had reduced stamina and magicka- i went windhelm to the talos shrine to recover from whatever illness i have- yet "cured all diseases" didnt fix my magicka reduction ( still red) i had about 230 odd now i am reduced to 155.

I summoned and unsummond all conjurations( i have a mod that allows some conjurations a LONG existince) i have dispelled personal magical effects; i have sought out healing and even bought cure all disease potion. and still i have crippling magicka reduction, any ideas

reload is last resort as i have a save just after i left the dungeon this all started- and that is all ( i use quicksaves quite often - only saving proper at an end of my session)

Ok I've found a fix for a stamina issue that I had don't the details are the same a reduction but no reason why it's there

I fixed my glitch by Reload an old save my character was 8 Rank points under my current rank level and then checked for the stamina reduction there was none there and reloaded to the current and found the glitch was no longer in effect, try this.

I don't know when this happened, and I don't use manual saves that often. I use quicksaves, so they've gotten overlapped. can you explain in detail what you mean by rank points?

Don't know if it'll help, but I was having the same issue and managed to solve it by drinking a fortify/restore health potion. I am 100% sure that there were no adverse active effects showing in my active effects menu, I tried using shrines, cure disease potions, etc. Nothing worked. Then I drank a fortify/restore health potion I made and it cleared the problem up.
