The Elder Scrolls Online is primarily using a subscription model to pay for content.

If so, why are you comparing a free to play game with a subscription game?
How? Your point seems to be based upon vapor not fact.
Yeah, that's a pretty standard AAA subscription model price. The $15/mo is probably a month to month price though - the cost tends to go down if you buy a subscription and the longer the subscription, the lower the monthly price (typically $10 for a year subscription).
No, there won't be enough content to really justify this - no modding means that you'll max out your level within 3 months (unless you're some sort of otaku, in which case - 3 days) and you'll run the same 3 end-game dungeons over and over for another 9.
I *couldd* be wrong though - maybe they'll learn from GW2 and have minor updates every couple of weeks (they'll be getting enough money for it) instead of major updates every couple of years.

You meant the Imperial Edition, not Collector's Edition, right? I can't seem to find anything about an ESO Collector's Edition.

So.... you get some rings which give an experience bonus so long as you're playing near the character who has the other ring.
That counts as "pay to win" to you?
Or, do you really want to play as Imperial that much? I admit that limiting the races you can play by which version of the game you buy seems unusual, but it's not "pay to win" imo.
