Of course.... you might not be able to kill the dragons yourself on that difficulty, but that's a different issue.
Edit: My experience with this might just be lucky. According to the wiki[www.uesp.net], the difficulty settings don't change how non-player actors interact with each other.
I've done that before but then you don't get any shouts.
I've played on Legendary difficulty before just not from the beginning usually. Will it prevent them from killing npc's 100% or just a lot harder to be killed? I could easily create a god item to kill on legendary just didn't want to do that.
i gave up on that whole mess a long time ago. it's almost like you have to choose between the main quest, and everything else because the dragons just get in the way.
If you were to just power through the main quest, are there still random dragons everywhere?
Sounds to me that some one is pulling your finger. Difficulty levels do not affect to NPCs. They do not add any hitpoints or affect to NPC damage. Only thing that difficulty affects is Dragonborn's own damage output.
In Legendary difficulty dragons and NPCs are just as strong or fragile than they would be in Adept difficulty. You would just have harder time killing them.
I don't know about "Everyon is Essential" mod, but I have "Run for your lives" and "When Vampires Attack" mods in my game. So far I haven't lost a single NPC.
However, my character is also a trader and sells his gear straight to customers, so characters like Aerin tend to have better weapons and armors than our examples usual set of fine clothes and iron dagger. That probably plays at least a small part in this matter.
Other option is fast travel out of the town if you notice that there is a dragon nearby, before the combat start to happen, no one will die if the region is unloaded, and the event will despawn after a few in game hours pass.
You also don't need to attack every dragon, because they might just fly by and go away.
You will eventually become so powerful, with a very nifty anti-dragon power thu'um that you will probably kill dragons just like rabits, and stop being annoyed by them.
And quick save/load is your friend when fighting dragons in towns while trying to keep the silly NPCs alive (I don't mind to loose a few guards, since there is always replacements).
And sincerely, the game would be really boring if there wasn't some challenges once a while, think about it!
i might still do one to play the civil war content, but as soon as that piece is done, i'll stop playing that character.
You are out of luck, because Civil War requires that Bleak Falls Barrow is cleared and first dragon encounter is over. Blagruuf refuses to join the war before threat to his city has been investigated.
Try installing Civil War Overhaul from Nexus. You won't get bored, when giants and mages join the fight...
Edit: Oh yeah, and if you DO play the main quest lines, you can call dragons to fight against opposing forces. That is what I call cool.
I can't say it'd stop them 100%, but I fought many, many dragon battles near towns on Legendary, and no NPCs died.
I thought it was hilarious watching farmers with knives face-tanking the dragons.
