First Question is: "Do you use Mods?"
I am using Mod Manager from Sykrim Nexus.
What was working for me:
I started the game form the Steam library without any akitve mods (no SKSE). It started normaly in english language then. After that I started it normal over the Launcher in the Mod Manger and it works.
What probably helps if you dont use Mod Manager:
Disabled all active mods. Started the game (without SKSE). I switched the mods back on.
Hope it will help you, too.
(This is only for SKSE users, otherwise I don't know what you can do)
Simply start the Skyrim launcher from steam, not skse_loader!
Once you got to the main menu, you can close Skyrim and normally use the skse_loader!

Tried this several times, but that did not work. Disabled all my mods using NMM too, but it still crashed.
Very important: Check the data section in the Sykrim launcher to see if there are still mods that will be loaded at start. Found some mods that I loaded via Workshop. Disabled them and it worked.
In the .ini file remove every _RU from the .bsa's, as well as change RUSSIAN to ENGLISH.
But once I changed the Skyrim language from Steam Skyrim, modded Skyrim crashed.
In my case, it's because I used mod Organizer to play skyrim modded, and the Skyrim.ini files for the profile remained in the original language compared to the now changed Steam Skyrim, which made it crash to desktop.
So I went to the Skyrim.ini file for my modded profile and changed it as well to match the Steam Skyrim and then it worked.
I know it's very simple and obvious, but I still want to leave this answer here in case it helps anybody else.
