There's your problem. Absorb magic also affects self-cast spells. If your absorption is at 100% you will never be able to summon a creature. If it is less than that, you will only be able to summon randomly based on your absoption percentage.
Sure thing. It is a bug, however, not a feature. Restoration and alteration effects are not changed. The Unofficial Skyrim Patch fixes this to give you your summoned creatures back.
