Aspect of terror (Figured out)
According to the skyrim wiki, the aspect of terror bug that added 10 bonus damage to fire spells got fixed in update 1,2. However, when I took the skill out of curiousity today, I saw that my flames spell got 18 damage instead of 8. I checked my properties, and have the update set to automatic, and I also verified the files, telling me 1 file failed to validate and would be replaced (Which it does every time I verify the files).

Point is, I'm wondering if I do or do not have the newest version of skyrim (I do have all the DLC for it).

Hit Esc in-game to bring up the menu. Check the version down the lower left. 1.9.32.8 is the latest, and Steam shouldn't be allowing you to play if you somehow had something as old as 1.2 (let alone anything earlier).

What mods, if any, do you have installed - and what's your load order?

It'd be helpful if other players would test this in their own games. Don't have the inclination myself just at this moment.

It should add 10 points. I believe it added more than that before the USKP fixed it. Fire has an element of fear, that is why npc's sometimes run when your torching them. IMO, the novice flames spell has the best chance as it is a constant flame and the fear builds.

Actually, reading the UESP page for Illusion, I see the bug's wording is "Aspect of Terror adds extra damage to fire spells". Stupidly ambiguous - makes it sound like it shouldn't add damage at all.

LOL, I would have thought that too, but for some reason I read the perk description first. I usually just scroll straight to bugs section.
