Vilkas purity quest bugged
So vilkas' purity quest is super bugged and ive tried using the console command "setstage cr13 10" to try to start it over like it said in the wiki but since the quest is in the completed section with the first objective not bubbled in it doesnt seem to work I also cant get any followers as the game still thinks i have vilkas following me nor can i get anymore quests from any of the companions leaders. Ive also tried just using setstage cr13 20 and 100 to complete the quest but no dice. anyone have a fix?
Also i completed a few quests after it was moved to completed so i dont know if that affects anything.

If console coomands don't work, then, much as I hate to say it, it's time to revert to a save from before you even got the mission. And if you go through the mission and it bugs out again, and you still can't fix it, then it's time to start a new character.

A little late to answer your question, but; Have you tried to wait a couple of days in game and done some quests? And then try to speak with Vilkas? I have had the same problem for a few days and I almost wanted to tear my hair out. My only option was to revert to a previous save, something that I didn't want to do. Anyway, after a few days in game and IRL I went to see if Vilkas wanted something. He had a job offer for me, even though I hadn't really completed his "Purity" quest. I took the job and completed it. After that I went to see if Farkas had a job for me. I knew that he also had a Purity quest. He offered me a separate quest to go clean out Falmer presence in a cave near Riften (He may offer a different quest to you). Farkas' next quest was the Purity quest. I took the offer inside Jorrvaskr and he followed me out. To my suprise he didn't go back in as Vilkas did. When I hovered over the quest marker for Ysgramor's Tomb, it said Clear Farkas for lycanthropy or whatever AND it also said Clear Vilkas for Lycanthropy. I fast-traveled there with Farkas as my follower and defeated his Ghost in the tomb and completed the quest. In my Journal the Purity quest said completed with all tasks.

After all this I was able to have a new follower and dismiss them successfully. I also had a Misc. quest to ask the Companions for work. This is where I am as I am writing this answer. To you it may not be as useful since it it was last year, but to anyone who encounter the same issue: Good luck and hopefully it will clear the problem that is this awful glitch.

The issue I have discovered (this information is for anyone else dealing with the issue) is that the game see's Vilkas (or Farkas, whoever you did first) as still on the quest. In other words: What people are doing is starting one Purity quest and leaving them at the tomb then trying to instantly start the next Purity quest. This does not work because as long as they remain at the tomb to *reflect* or what have you, they are still considered on the quest and with you. The reason for this was based on your own character being cured and having back up if you did. You must wait at least 24 hours or longer, for them to return back to Whiterun. This is why many suggest taking an off quest from Aela in the mean time. The purity quest is not officially over (or them leaving your side) until they return to Whiterun. Meaning that the reason the 2nd brother *glitches* is because the 1st is still on their own Purity quest according to the game (stops following you etc etc). Do not even try talking to the other brother until you see them return. Always check the city, in any way you can and make sure 1st brother has returned and has *reset* or going about his normal daily routine. Keep doing random quests until he does. And *then* start the 2nd Purity quest. And you will have no issues whatsoever.
