Is there a command or a mod for a command that forces dragons to land?

There is a shout for that, you will get it eventualy in the main questline.

Anything besides dragonrend? I would make a mod for it but I could not mod for my life.

Hide until he lands and run out and whack on him? Bow and Arrows? Fireballs? Lure the Dragon to nearest settlement or bandits and let them help?

No, there are no console commands to ground dragons. As for mods, IDK as I always use 1 of the above methods.

Darn someone needs to make a mod for that I would pay for it. (Not really but still I want it really bad.)

Get dragonrend. Why would someone make a mod when it's already in the game? Alternatively make a potion to damage stamina regeneration and poison some arrows. Dragons will then have to land when their stamina gives out.

And whack it.
Dragonrend is the thing, but you can actually use your other shouts on dragons.
Mark for kill is my favorite.
