you have to pretty much grind the ♥♥♥♥ out of random jobs they give you till you recieve a special job from one of then
if you complete all 4 special jobs you will restore TG to former glory
its a painful grind .. but on the bright side you will earn A LOT of money from those jobs
Then you need to do 5 radiant jobs for Delvin and Vex (the fastest way is to just grind the ones you're good at) in these 4 cities: Markarth, Windhelm, Solitude, and Whiterun. 5 for each of them. When you complete 5 jobs for a city area, you'll get a special quest from Delvin for that area. Complete that quest and that area will have upgraded the Thieves Guild status in that area. Then rinse and repeat for the other 3 areas. After you've done that for all 4 areas, you'll have restored the glory of the thieves guild.
Basically: Complete the thieves guild. Complete 5 radiant quests for each of the 4 cities, then complete a special quest for each city. Which will result in 24 quests.
Above mod some what removes the grinding process. It allows you to pick your job locations. Need to complete 5 Jobs in each of the holds to unlock the special mission for each hold. Vex and Delvin should both increase your progress towards a special mission.
No Stone Unturned Quest is completely different.
I don't believe so. That wouldn't be considered one of their radiant quests. It's a side quest.
That is not true. Both quests givers count toward amount of radiant quests done for the guild. As said, you need 5 jobs to each city - except Riften - so you can gain special missions from Delving to them. Jobs gained from both Delvin and Vex are counted in to this.
Additionally, guild benefits up to 125 completed radiant quests. These benefits are mostly visual. Completing the 125 give material bonus as well.
I don't recommend doing TG radiant quests in a row. It is best just to play thief trough the whole game, when you start the TG questline. Taking odd jobs from Vex and Delvin, doing them while in the neighbourhood and turning them in when you can keeps it fun, compared to grinding around Skyrim and trying to do them all at once.
It is worth to point out that several pickpocket missions can not even be completed at early skill levels, unless you console items out of targets.
Speaking of playing as a thief, especially pickpocket missions are prone to fail at early levels. I am using this mod to keep stealing fun, in case you end up getting plenty of bounties during TG quests. My sorceress/thief isn't currently going to visit Solitude, before they cool down a bit.

It's a common mistake. But, like I said before; you need to do this for Whiterun, Markarth, Solitude, and Windhelm. Riften doesn't count. And you said you did 5 for Markarth, Windhelm, and Whiterun. You need to finish it up for Solitude as well. You shouldn't get the achievement until you complete all 4 of those cities. 5 radiant mission for each, and a special mission for each, adding up to 24 missions. From what you've told me, you've done 5 in Whiterun, 5 in Windhelm, 5 in Markarth, and 2 in Solitude. As well as the 3 special missions. Which adds up to 20. The 5 in Riften and the special mission in Riften don't count towards the achievement, so that doesn't count. You still need to complete 3 for Solitude, and then their special mission. Which would be the remaining 4 missions you need to complete to add it up to 24. Until you complete those, you shouldn't have the achievement.
