Is there a way to see enemy stats?
Especially level and hit points?

nope there is no way to see your enemy stats beside console commands
open console and click on your target enemy then type:

getav <stat>

for example:

getav health

will show how much hp your target has

hmmm most likely but i don't know any beside one

Apocalypse More (its a addon .esp for Apocalypse Magic of Skyrim mod)
it has a spell called "Sense Vitals" that reveals your target's stats

it requires SKSE tho
but its a great mod i highly recommend even if you dont play a mage char it has a lot of useful and lore friendly spells

and dont use his workshop version i'm pretty sure its outdated

Perceive the information you want. Many options to choose from allow to obtain the target's distance, experience, aggression, race, armor, faction and weapon using Guess the Distance - Perceptive Scouting by Ecceau[www.nexusmods.com]
