How to get rid of z-fighting/z-flickering?
I've tried my best to just ignore the flashing texture on the screen when fps goes below than 60fps, I don't know how to reduce the flashing textures or remove it.

please provide a screenshot or video of your problem.
If you are getting random colors flickering across your screen, that is not zfighting. z fighting is two meshes in the exact same space which causes the game to try and render them on top of one another resulting in harsh textures. It is model specific and in skyrim really only happens on distant mountains and is not frame rate specific.

Screen shot wouldn't help, the game texture flashes when the fps are going lower than 60fps...

Just give it a shot, see if you can capture it by spamming the screenshot button. If not please describe the situation as much as possible as "texture flashes" doesn't give us much to go on.
If you have an ENB make sure that you are using the correct binary files
Make sure your graphics drivers are fully up to date
If you are talking about flickering on specific models all the time then please post your modlist

You know... there's always something. I tried the basic method shown in the vid and it worked perfectly, no flicker in the distance whatsoever. But... part of the solution is to increase the near distance clipping, which is damn annoying for a screen archer lol. Bah humbug and so on...

Ok I think that explains my problem. I had the same problem with Tomb Raider but it goes away when enabling AA to 4x SSAA, but Skyrim is already has maximum AA enabled.
With AA on:
