No "tools" folder in skyrim Data.

Chances are you need to install FNIS[www.nexusmods.com] and run "GenerateFNISforUsers.exe". AFAIK that's the only tool that would ever reside in that folder.

Which mod specifically?

I know that FNIS makes its own tools folder.

AFAIK? I do not understand, ive run the FNIS folder but my mod still doesnt work

If you installed FNIS right it should have created a tools folder in the games data directory

C:\Program Files (x86)\Steam\steamapps\common\Skyrim\Data\tools

go there click on run FNIS for users and run the "generateFNISforusers".
Depending on the mod you might need an extra addon for FNIS.

Oh yeah make sure you have the most up to date version of FNIS, it should be at 5.5 right now.

Then you extracted it incorrectly.

If you find you've got a FNIS Behavior V5.5 folder in your game folder, then move the Data folder in there to your game folder.

No, I'm asking you to move it into your Skyrim folder, merging it with the Data folder there.

They changed the steam layout last month, not sure where they moved "Tools" to.
