Prerequisites for Boethiah's Calling: Level 30 or higher. Although, I've seen level 32 is required.

I've had the cultist try to kill me anywhere from level 30 at the earliest, to level 42 at the latest. Until that cultist tries to kill you, and you take book Boethiah's Calling off the corpse, the quest won't start. Well, not 100% accurate. I did once go to Boethiah's Shrine at level 35 and got the dagger and quest from the head cultist at the shrine. Never was able to duplicate that though.

Once you hit the level a book spawns in septimus' place I think

Boethiah-lvl 30 or higher, Clavicus Vile-lvl 10 or higher, Hermaeus Mora-lvl 15 or higher, Malacath-lvl 9 or higher, Mehrunes Dagon-lvl 20 or higher, Mephala-lvl 20 and complete main quest: Dragon Rising, Meridia-lvl 12, Peryite-lvl 10, Sanguine-lvl 14, Vaermina-lvl 14. the others don't have a lvl requirementsbut tyed in questesor talking to ppl. (yes i do have a book. Books are knowledge, and knowledge is power) :)
