How to become the Thane of Winterhold? [SOLVED]

I'm having trouble becoming the Thane of this hold because I cannot receive the quest to retrieve the Helm of Winterhold. Am I supposed to become the Thane later in the story or did I break something?

Kill one giant for the Jarl. You get the quest from the inn.

You will get that quest at level 22.
Nevermind. That is actually for Morthal. My bad.

Hm, does the quest have a required level? I'm at level 41, maybe that's not high enough to get it?

And you should wait whit that quest to, since it is little buggy. Mixed up whit Companions.
Dont know if it is fixed in some patch.

So do I progress more in the Companion questline before I can do this?

It depends on where you have the helm.

I believe the Giant Quest is for Dawnstar. I have gotten the quest for Winterhold at level 6 in my current game. I haven't gone looking for it yet, but I have it. It must be bugged in your game. Have you checked the bugs in the Elderscrolls Wiki?

The problem is that I've never been asked to get the Helm.
