Opening scene cart spinning bug
I found something very close in this video: https://www.youtube.com/watch?v=Ls7Q6fiPktI
It all depends on where you look at what time, although the charecter selection never happend.
I got all of the DLC's although disabled them temporarily to help fix the problem. Most of the time the cart gets stuck in the tree or just spins forever, rearley gets to the gate. If it does the scene never triggers.

Specs, OS, etc.: http://pcpartpicker.com/p/XrsydC
No mods are being used as well, Skyrim is at maximum settings.
I've tried turning on Vsync in the Nvidia control panel as well as using 60Hz instead of 144Hz but no luck....

I would suggest just using Alternate Start: Live another life mod to skip the first quest tbh, unless you just want to see it on your character.
I got tired of having to go through that on every new character...

DLCs are not the problem, have you added mods at start of game.

What kind of game requires mods to start a game? I'm starting to want a refund... :/

TBH the intro is pretty lame anyway after the first time, which was why I suggested just skipping it with Alternate start.

I wouldnt go for a refund just because the opening is bugged, especially since it is so easy to skip.

It is not Alternate start mod(its OK) but other mods.
These mods are added at the start of the game and can cause issues. A lot mods can but most are added after the Helgen intro. Lame! No, just assertaining other possible causes.

Rule of Thumb: Vsync (Verticle Refresh) set to always ON and FPS not to exceed 60. The game physics go wild if not. Sound default 24 bit 48KHz stereo and if Realtek then "Loudness Equalisation" on. If monitor is 120-144Hz then set it to 60Hz or adaptive refresh rate or some such from GPU utility program. If you can't then "FPS Limiter" from Nexus will do the trick. http://www.nexusmods.com/skyrim/mods/34/?

Silvermane beat me to it ;-)
Where do I set Vsync on, I set it on in the Nvidia control panel (tied to program tesv.exe).
As for the sound, I can hear fairly well and to be honest I'm not sure what your on about. I have HyperX headphones using the USB so I dont think I'm involved with Realtek audio because thats for the audio jacks only...

It's not a mod issue whatsoever. It's the physics bugging out when the game gets to a high as ♥♥♥♥ framerate. I limit my game to 110 and I get no such issues. Even 2 frames more and I start to experience physics issues. Limiting your fps (110 or lower) will fix your issue. No need to enable vsync. I have a 144hz display and like to enjoy more than 60fps. a lock at 110 lets me utilize my monitor more while still not impacting the physics. Even if I was running at 60hz I would still lock it at 110 instead of 60 for increased response times and it would help alleviate screen tearing.

Again, how do I limit frames?

You can fix it by hitting ~ as soon as you can and going into god mode. ( tgm = godmode command, type it again to disable)

WIth a program. Personally, I use MSI Afterburner.

Your video card driver settings should have an option to turn on V-Sync.

It's all good I just set the preffered refresh rate to application controlled for Skyrim in the Nvidia control panel, it works fine now!

Have you limited your framerate to 60?

If you are not using mods then it is most likely the FPS is too high
The physics engine requires you limit FPS to 60
