Skyrim has fewer vanilla spells but with mods theres plenty of spells to use.
Modded, Skyrim.
You can make spells in Oblivion too, they just removed all the cool spells from morrowind. Skyrim has the most spells if you want to count modifications adding in spells. Skyrim is the newest series in TES and has the most mod support.
Its kind of a shame they simplified spells so much.

But luckily we have mods for Skyrim.
They dumbed it down in Oblivion. By removing many spells loads of people would of loved to have in Vanilla Oblivion. However, Skyrims lack of a detailed magic system is because it is Skyrim. Home of the nords, magic is greatly feared amongst the populace and even at the college of Winterhold, their knowledge pales in comparison to the former mages guild.
Magic in general should be hard to come by in Skyrim. I mean, just look how poorly they treated the "Eye of Magnus", or the "Staff of Magnus". Extremely powerful magical artifacts. No quarantine, no proper study, no watchful eyes to make sure it doesn't fall into the wrong hands (I.E Ancano). Its just amateurish all from the start, and that's because you're in Skyrim.
Also the Thalmor exist in Skyrim, the most talented mages from the Aldmeri dominion..
So from a lore point of view, these heavily talented and efficiant warriors should have magical abilities and spells which surpass that which the player can squire. Yet they are still bound to the same restricted spells as the player.
And yes it was dumbed down in Oblivion too, which I find weird because if we are looking at it from a Lore point of view, Oblivion should be more experimental and varied than Morrowind due to the Imperial City being home to the Mages Guild, the "most advanced" in magic, while Morrowind should be the middle ground.
I just hate how magic became just an other form of combat.
Water walking, water breathing, levitation, feather, etc.
Why is it that every newer game without fail got suchs horrible magic.
Even newer dnd games got worst magic then previous dnd games.
Same goes for levitation. People like to trot out that excuse that they got rid of that because of the heavy use of worldspaces, which is correct, but there is no reason it couldn't have been usable inside dungeons. Or they say that it breaks the ai, which is irrelevant because we have much better ai than we did in Morrowind.
I really liked the Urshilaku Tombs dungeon from morrowind. It seems like it was pretty much aimed at getting your milage out of non-combat Alteration magic with its watery areas and treasures that you need levitation to reach.
Course, it also helped that having to swim in Morrowind was actually a bad thing without intense training in athleticism, wheras in Skyrim and Oblivion you can swim like a damn blue marlin.
All you needed was one skill maxed to make UBER spells. I always went Illusion for the Paralyse then added doom and soul trap.. as long as you kept the Paralyse the strongest part you could cast anything you knew.
Loved the Sigil Stones for enchanting too... great to mod with the CK
I mean all the spell did was increase my ability to carry for a while.
Yes i know there enchantment and potions that do that but why get rid of the spell?
Also your entire topic can be summed up as:
Lazyness/too much work.
I could also name lifestealing or telekeense(skyrim version it is just a pull and fire spell, oblivion i could use it to move things around)
Or having more then three five of summonings,
Or the ability so summon some bloody armor.
Or the ability to open doors so i woudnt have to be a thief.
Or night eye.

I like some of the mage's guild recomendation quests, use these charm scrolls to get a guy to confess, Get the ring of burden from the well, get rid of that nosy ex-member, ow you brought me the book she wanted, why thank you, this book is to valueable to belong to that high nose witch. :)
Or the thieves guild accauly being about stealing.

I don't think anyone will argue that Tes has become progressively less Action-Adventure in favor of straight up Action. Adventure in this case being defined as non-combative gameplay, which requires a lot more skill and imagination to pull off successfully.
The only theory I have for getting rid of Feather was that it was "Unbalanced." Which is sketchy because why would we still have Constant Effect enchantments for it; although those can't be used to increase your Alteration Skill. Of course, if we could just go back to the way Magicka worked in Morrowind (ideally with some adjustments to Spell cost) that wouldn't be a problem, as you couldn't just spam Self-Spells without concequence or a need to do so in a safe place.
Telekenisis' change is another good example of stripping down Adventure elements for Action. Not that they ever really created many notable times for TK to shine in Oblivion beyond getting some welkynd stones. So they're just like "whatev" and just turn it into a gimpy TK from Bioshock instead of making it a useful tool in Mage and Thief oriented quests.
And yes, I too want my Ondusi scrolls back, if only because I find it very silly for a big, dumb, Nord Barbarian who spends all day swinging a blunt object to be an expert Lockpicker if they want to get anything remotely valuable.
