Edit: MO will run with no errors with "run as admin" checked. The error only comes when I try to run with no compatibilities.
Anyway, running WinX Pro and Steam, Skyrim, SKSE & 157 mods (Unofficial patches for each DLC and location additions/upgrades for the most part) and have encountered no issues. Have not had to alter any components compatibility settings. YMMV.
Also note, that this was a clean install of WinX Pro and not an upgrade, and a new install of Steam and Skyrim onto this box, if that makes any difference.

I wonder if a clean install of Skyrim for some reason does not need admin on launcher and tesv? My laptop has a clean install Skyrim will have to check it tonight.
