Need help figuring this out, Susanna the wicked got ♥♥♥♥♥ I think.
So I'm with the legion sacking the City of Windhelm and I find this... I hadn't yet started quests really in Windhelm and was wondering if there is a reason this is even here during the sacking of the city? The implication seems to be a bit... Odd. No clothes and lacerations on her body, seem to imply ♥♥♥♥. And as I understand the city changes and most the essential NPC's are not present during the quest.
If I'm not understanding something or simply am not seeing something else someone please let me know. I would very much like to be able to do any quests this character had attached to them.

Congratulations, you triggered a quest that puts you in a murder mystery.

A coincidence. Suzanna's body usually appears in Windhelm after you reach a certain level, she's supposed to be surrounded by guards and witnesses following her apparent murder. That would start a quest to catch the murderer.

If the first time you entered Windhelm since reaching that level (I forget the exact number) her body would spawn but not the other NPCs to explain what's going on.

It's also one of the buggiest quests in the game, as you've seen. It's quite possible that you may be unable to do it because of how you found the body, but come back after finishing the war and see if you can talk to a guard there.

AFAIK it's not about level (pretty sure I had it trigger around level 3 on a character who started in Windhelm with an alt start mod) but about how many times you enter the city (and the area around the city, I think, as close as the stables/docks counts). Specifically, I think it's entering the city during the evening/night time until about 7am.

You're right about it being a super-buggy quest though >.<

Do you have any of the Unoffical Patches?
Install them and load one old save.
You should do that quest before you do the seige.
You should have got the quest when you did Axe for whiterun I think.

It'll also auto-trigger if you buy Hjeram (the Windhelm house) and go inside.
